About the Council
A seat at the table for local communities

The Stibnite Advisory Council (SAC) is a community advisory Council created to ensure local voices help shape the Stibnite Gold Project and raise concerns about its impacts on housing, transportation, and the regional economy, while holding Perpetua Resources accountable.
Representatives from eight communities and Perpetua Resources participate in monthly public meetings. Participation is not an endorsement of the project. It is a commitment to dialogue, transparency, and accountability.

Community Agreement (2018)
How the Council operates
In 2018, the member cities signed the Community Agreement, the founding document that established the Stibnite Advisory Council. It commits participating communities to open dialogue and transparency. Signing is a commitment to accountability, not an endorsement of the Stibnite Gold Project.
The Council operates on three core pillars: Transparency, Collaboration, and Respect.
Collaboration
Representatives from eight communities and Perpetua Resources work together in good faith to surface concerns, share information, and find workable solutions.
Transparency
All discussions, project data, and Council materials are made publicly available. The Council operates as an open forum, not behind closed doors.
Respect
Members engage with one another respectfully even when perspectives differ. Disagreement is part of the process. Personal attack is not.

How the Council does its work
Water Monitoring
Independent water quality testing
In partnership with the University of Idaho, the SAC conducts its own water quality testing twice a year, independent of Perpetua Resources, to verify project data.
Workforce & Housing
Regional impact surveys
The Council commissions regional surveys, including the 2025 Workforce Survey, to help local towns plan for potential increases in population, traffic, and school enrollment as construction proceeds.
Economic Study
Updated economic analysis of the project
The Council commissioned an updated analysis of the mine’s economic impact on Valley County, including its labor market, industries, and regional competitive position.
Note
The Stibnite Advisory Council is distinct from the Stibnite Foundation. The Foundation is a charitable entity funded by Perpetua Resources that provides grants to local nonprofits. The Council is an independent advisory Council, not a grant-making organization. It is governed by its member communities and speaks for them, not for Perpetua Resources.

Council structure and operating rules
The bylaws govern how the Council elects officers, takes votes, manages membership terms, and conducts meetings. The current version was revised January 9, 2025, and is available for public review and download.
Project Status
Where the Stibnite Gold Project stands
The project received its Final Record of Decision in January 2025, a Notice to Proceed from the US Forest Service in September 2025, and began early works construction in October 2025. The SAC’s focus for 2026 is monitoring construction-phase impacts.
